Arequipa is a big city. You can find hotels of all standards. Some places you can spend the night paying less than 6 US dollar. Where as you need to pay at least 170 US dollar for a single room in Hotel Libertador. I recommend you to stay around Plaza de Armas. So you can easily move to restaurants for lunch and dinner. Also all the tourists spots are around Plaza de Armas.
